Frequently Asked Questions

Everything you need to know about SAM.gov, SBA 8(a) certification, GSA Schedules, and federal procurement.

What is SAM.gov and why is it required for government contracts? +
The System for Award Management (SAM.gov) is the primary federal government database for entity registration. Having an active SAM.gov account with a valid Unique Entity Identifier (UEI) and CAGE code is a mandatory legal prerequisite under FAR Part 4 to bid on, negotiate, or be awarded federal prime contracts and grants.
How do SBA Set-Aside Certifications (8a, HUBZone, SDVOSB, WOSB) help my business win contracts? +
Federal law sets a government-wide goal of 23% of prime contracting dollars for small businesses, with statutory sub-goals for Small Disadvantaged Businesses (5%), Service-Disabled Veteran-Owned (5%), Women-Owned (5%), and HUBZone businesses (3%). Certified firms can compete in restricted pools and, for 8(a) firms, receive sole-source awards up to $5.5M for services or $8.5M for manufacturing (FAR 19.805-1, effective October 1, 2025). Note: as of September 10, 2026, new individually owned 8(a) applicants must document group-based discrimination and material harm under SBA's revised rule.
What is a GSA Multiple Award Schedule (MAS) contract? +
A GSA Multiple Award Schedule (MAS) contract is a long-term, government-wide vehicle (5-year base plus up to three 5-year options) that pre-negotiates terms and pricing so agencies can buy directly. Since GSA Refresh 31 (February 2026) every MAS offer uses Transactional Data Reporting; Commercial Sales Practices disclosures and the Price Reductions Clause were retired.
What is a Federal Capability Statement and why is it important? +
A Capability Statement is a standardized 1-page resume for your business formatted specifically for Federal Contracting Officers (KOs), Small Business Specialists, and Prime Contractor procurement teams. It highlights your CAGE, UEI, NAICS codes, core competencies, past performance, differentiators, and socioeconomic certifications.
How does CS Business Solutions write winning RFP proposals? +
Our team utilizes Shipley-standard proposal methodologies. We build 100% compliant Section L and M compliance matrices, author detailed technical and management narratives, articulate high-scoring win themes, design compliant FAR Part 31 cost volumes, and execute rigorous Pink, Red, and Gold team review cycles prior to submission.
